1. Google. - Open Advanced Image Search page
- At the bottom-right corner of the page you will find a choice box with 'not filtered by license' option selected.
Change it to 'labeled for commercial use and modification' - Enter the search keywords and click 'Search' button.
Example: Search for London (Labeled for commercial use and modification)
2. Flickr.
- Open Advanced Search page
- Scroll to the bottom and then check the following marks
[x] Only search within Creative Commons-licensed content
[x] Find content to use commercially
[x] Find content to modify, adapt, or build upon - Enter the search keywords and click 'Search' button.
Example: Search for Barcelona (Labeled for commercial use and modification)

As covered in the Copyright page, it is best to use original images in your collage.However, another image resource is public domain imagery.
In general, works produced before 1923 and most work created by the UnitedStates government are in public domain. They are free to use in any manner youdesire. Other later copyrights may have not been renewed, but that can be difficult to research.
